The romper was known to get its beginning in France and Germany, where the rompers were quite detailed with stiff linen,  lace,  ruffles .  They were originally for little toddler boys and were  highly styled and rather stiff at the collar and waist.  Later, American stylists removed the fancy finery, and made the romper comfortably with stretch knits and even terry cloth.  . The idea was that babies needed something roomy to play in, and a onesie with bloomer bottoms seemed just the thing. The romper started popping up in women’s fashion in the ’30s. But it was meant mostly for the beach A romper is now a one piece top and shorts  made for ease of movement for a baby or small child.  Older children and later adult  women began to wear the romper to the   beach, and at picnics or other casual events.
